The Sunday election of the Tuva parliament failed in three of five single-mandate districts because of a low turnout, head of the Tuva republican electoral commission Sholban Mongush told Itar-Tass. He said the election of three parliament deputies failed in Kyzyl, where the turnout was smaller than 20%. A no less than 40% turnout was necessary for the election validity. The turnout passed 43% in the Bai-Taiga and Mongun-Taiga districts by 6:00 p.m. Moscow time. There were 13 candidates to five mandates. The winner needs over 50% of the vote. If not, the second round of the election will be held.
The lower house of the parliament is made up of 32 deputies. A by-election of nine deputies was held on Sunday, but four districts had only one candidate, which is prohibited by law.
Local analysts explain the low turnout with the nearing completion of the parliament’s term of office.
The by-election of the parliament’s upper house flopped as only four candidates aspired for 26 vacancies.
