External Governance is Proposed to Be Introduced in Tuva

Dmitri Kozak. Photo by panram.ru It is possible to use the mechanism of external governance in three Russian government-subsidized regions the Tyva Republic, Ingushetia and Daghestan, the president's plenipotentiary in the Southern Federal District said Friday.

"External governance does not mean that the constituent members of the Russian Federation will be deprived of their powers. It only means additional control over the spending of budget funds," Dmitry Kozak told journalists. He said the government was considering the introduction of such a mechanism taking into account the world experience and that the final decision had not been made.

On November 3, Kozak proposed to appoint financial supervisors from the federal center in five constituent members of the federation, whose authorities backed the move setting some terms.

For instance, President of Kabardino-Balkaria Arsen Kanokov said that it was possible to resort to such a measure if the region was at least 80% subsidized from the center.
