Tuva is Going to Spend over 5,5 Billion Roubles in 2005

Today the Tuvan Budget is going through its 3d reading. The work at the republican budget for 2005 has taken too much time due to the numerous discrepancies in regard to the main financial document of the executive and legislative branches of the power. The deputies reproache the document of the huge expenditures on the alexistration and intransparency of the investment program. The government envisaged big sums for the construction objects without proper calculations and explanations of their significance. The parliamentarians mentioned that it has become a common practice that after the construction is completed these objects are usually easily privatized and become the property either of the high officials or of their relatives. Tuva is now the only Russian region without a budget. The situation drew attention of the federal authorities and it became the main issue of the special meeting in Novosibirsk at Putin's Representative's Office in Siberia held with the participation of both Tuvan deputies and members of the Tuvan Government. Under this control the parties came to an agreement which further on did not show itself. Still the compromise was found and on April, 21 the 2nd reading was over. Overall revenues stand at 5 640 201 thousand roubles, while the planned spendings make up 5 795 017 thousand roubles.
