Tuva Leads in Russia's Baby-Boom

First Deputy Prime Minister Dmitry Medvedev, completing the working tour of Siberia, will spend this Thursday in Novosibirsk. He will participate in the Siberian Forum of Mothers here and will call a meeting on the demographic policy. The number of Russian population totalled 142 million people as of December 1, 2007 and decreased by 220,000 people (0.16 percent) as against the start of the year. This is less than in the corresponding period in 2006 when the number of Russians dropped by 520,000 people (0.37 percent). As many as 1.47 million children (8.1 percent more than over the corresponding period in 2006) were born during the 11 months of the past year, and 1.91 million people died (by 4.3 percent less). The figure for infant mortality is 9.6 per 1,000 newborns (10.3 in 2006). The natural loss of population amounted to 3.4 per 1,000 (4.9 in 2006); the immigration increment set off the natural loss by 49.5 percent. The government now completes drafting a plan of measures for fulfilling in 2008-2010 the Russian Concept of Demographic Policy till 2025. It will be aimed at cutting mortality incidence, including from road-transport incidents and serious diseases, at raising the birth rate and ensuring legal rights and interests of children as well as at creating conditions for motivation of conducting a healthy way of life and at raising immigration appeal of Russian regions. The number of population in the Siberian Federal District totalled 19.55 million people as of December 1, 2007 and slid down by 40,000 as against the start of the year. A total of 226,900 children were born over the 11 months (nine percent more than over the corresponding period in 2006, and 259,400 people died (5.1 percent less).
The greatest number of babies were born in the Tuva and Altai republics and less in the Chita and Novosibirsk regions. The natural loss of population in the federal district amounted to 1.8 per 1,000 people (3.5 in 2006). The migration loss was 3,700 people over the 11 months, but an immigration growth was registered by seven subjects of the federal district. The Siberian Forum of Mothers will be held for the second time; the first one was called in Krasnoyarsk in September 2006. The forum will be attended by mothers of large families, mothers who adopted children of Heroes of the Soviet Union and of Russia who fell in the line of duty at flash points as well as women who organised family children’s homes and representing home-nursing families. They will be joined by heads of non-government organisations, legislators of various levels, members of the Russian Public Chamber and representatives of local bodies of self-government.
The forum’s key aim is to discuss problems of the present demographic situation in Russia and in Siberian regions. Delegates at the previous forum adopted a document, spelling out demographic problems and giving recommendations for their solution. These recommendations were used by regions in drafting measures to support families as well as mothers and children.
