Special fire-prevention regime will begin in Tuva on 15 April. The decision was made at a meeting of the government of the republic. As the chairman of State forest commission of RT, Vadim Kyzyl-ool, who presented documents for evaluation by the government announced, the necessity for a special regime is occasioned by the high danger of spread of forest and steppe fires. According to a proposal by the commission, from 15 April to 1 June there will be additional requisites for fire safety.
The additional rules anticipate, in particular, increase in preventive measures, aimed at fire prevention, activisation of explanatory work among the population, organization of patrols of forest massifs by forestry staff, and the involvement of the police for law enforcement.
Aside from that, the government assigned the local administration organs to institute the additional measures of constructing anti-fire ditches and mineralized strips around inhabited areas by 1 May, to bring the volunteer fire-fighter teams to increased readiness, and to secure the mobilization of local population for fighting fires outside of inhabited areas to help the fire-fighter teams. For the eventuality of dangerous situations and menace to inhabited areas, the municipal organs should present plans and areas for evacuation of people, and give account of stationary or temporary locations for such.
As usual, with the beginning of fire-prevention regime, limitations for citizens visiting forests and entry of transportation means are in force, and there is also a prohibition of any kind of work in the forest massifs without a special sanction by organs of forest management.
A request by deputy-minister of MChS of Russia, Vladimir Puchkov, which he expressed at a meeting in Kyzyl of 6 April, was also considered. He, in particular, requested special control over territories belonging to herding establishments, who are often the culprits of fires, when they carry out burnings on rented areas.
