Legislative Chamber of Great Khural has failed to hold its first organising session. Today out of 27 elected deputies only 15 representing United Russia have come to the concert-hall of the Folk Arts House appointed as a place of gathering by the Tuvan Prime-Minister's Decree. The rest 12 from the Life party have ignored the session. It is a third attempt to make all elected into the lower chamber deputies meet. The first two were undertaken on October 30 and November 1. The new dates were fixed by new Decrees signed by Sherig-ool Oorzhak but all three times the session could not open without as minimum 22 deputies present and 17 voting 'pro' to make valid decisions.
On the first date appointed for the session, October 30, Life party members held a press-conference in which they explained their position to local journalists.
Vasili Oyun underlined that election results in Kyzyl were revised by Kyzyl election commission in favour of United Russia after Party of Power understood that it would not have majority in the parliament in contrast to Life party which firstly was reported to have 17 deputies in the Legislative Chamber. But afterwards Kyzyl election commission announced results in 5 out of 6 Kyzyl one-seat constituencies, in which Life party members won, invalid thus depriving the Life party of the parliamentary majority.
Vasili Oyun said that selective approach to the question from the part of the Kyzyl election Commission is proved by the fact that election of Representative Chamber 106 deputies (63 out of those elected are Pro United Russia) on the same territory (voting took place at the same poll stations) are all announced valid.
Anatolii Damba-Khuurak stressed that with this unlawful methods engaged in maintaining Sherig-ool Oorzhak in power Life party members would not attend sessions until the Life party elected deputies will be restored in their rights.
He attracted attention to an almost ridiculous fact showing that Sherig-ool Oorzhak is for the split in the society. The prime-minister chose by his Decree as a place for the first organising session of the Legislative Chamber which has its building and a properly-equipped session premises... concert-hall of the Folk Arts House.
